Answering the question of the foreign diplomat about the composition of the Central Election Commission, Deputy Chairman of the Central Election Commission Vladimir Foos said that totally 10,000 local election commissions (territorial, city and district) are involved into the coming elections. According to him, these commissions deal with organization of elections, helping in voting, control over operation of lower commissions, candidates. CEC is responsible for overall control over compliance with the law both by the local commissions and by other parties involved into the election process.

He noted that each commission consists of seven members. Each commission is formed by local representative bodies, upon representation of political parties. Each commission can include one representative from one political party. As is known, there are 10 political parties in Kazakhstan and only seven members of the commission. Thus, according to the provision into the legislation as of 2007 any political party if it does not have its representative in the election commission has the right to appoint its representative as a consulting member for the electoral period. Such a person will have all duties of the member of the election commission and all rights except for participation in decision-making and protocol signing process.
