He continues in his note "It has always been the strong conviction in my country that free citizens shall together enhance their own interests and take their own responsibility leaving to the government only those issues that the civil society is not able to address independently.  I am glad that in so many fields Dutch and Kazakhstani counterparts work side by side to promote the values of civil society in Kazakhstan. In this respect, I refer with great pleasure to the greetings of the Dutch Institute of Public Administration which has already a long history of cooperation with Kazakhstan in the field of civil servants training. I wish you a fruitful session with great outcomes that will further develop the civil society in Kazakhstan!"

Below are some excerpts from the greeting made by Marc van den Muyzenberg, Director ROI Dutch Institute for Public Administration sent to the participants of the Forth Civil Forum from the Netherlands". We believe this is an important initiative that contributes to democratization and consolidation of the interests of social and religious minorities in Kazakhstan. As you may be aware of, the Netherlands has been traditionally of many cultural, social, ethnical and economic minorities. Since the 16th century Dutch governance and policies have been taking the interests of all minorities into account. Having had the external pressure of omnipresent water and various big nations competing for our territory, the minorities in Netherland understood their importance of peaceful negotiations and social tolerance as a means to achieve a stable political culture that creates lasting social compromises. Though the centuries this democratic cooperative model has been successful as is known as the "Netherlands Poldermodel". ROI, the Dutch Institute for Public Administration prides itself to be a part of this unique historical legacy. Our institute has been established in 1973 and since our establishment our mission is to provide high level quality services to the Netherlands and international public sector and para-statal organizations. To give some recent examples of our training in the Netherlands, we have just been responsible for the development and implementation of an executive management training class for the most important Netherlands trade union (Federatie Nederlande Vakbeweging). As an initiative we have been active in Kazakhstan since the 1990s. we have been awarded contracts of various Kazakhstan organizations to provide training and consultancy. These included the training of the Kazakh Ministry of Foreign Affairs for the OSCE chairmanship, moreover we have been working for the National Centre for Civil Service Personnel Management under the president... we would like to underline our interest to seek opportunities to further intensify our standing relations with Kazakhstan. We therefore look very much forward to share our experiences as organization as a part of a longstanding legacy with the Kazakhstan Civil Forum!"
