Dossayev: Factor of access to sea must be considered in 'Doing Business'
ASTANA. January 22. KAZINFORM The factor of the absence of the access to sea must be considered when forming the "Trading across borders" indicator of the "Doing Business" Survey, Minister of Economy and Budget Planning Yerbolat Dossayev said at the sitting of the Government of Kazakhstan.
"We are talking about two aspects of the methodology of the World Bank having impact on our low positions in the rankings. The first aspect is a geographical location of the country and the use of this criterion when forming a report. We want to negotiate with the World Bank and experts working on formation of the reports regarding considering the absence of the access to sea of some countries. The second aspect is a transport factor which is not about business climate but about the country itself," the Minister said.
The Minister noted that those were aspects forming the basis for the indicators "Trading across borders".
"Headed by the Prime Minister we will be working in this delectation concerning this issue this year. We hope we will be able to change our positions to some extent after July 1, 2013," he added.
He also informed that 81 days are spent for exporting from Kazakhstan. Besides, 9 documents must be filled in and 4685 US dollars should be paid for a container. For importing to Kazakhstan 69 days are required and 12 documents must be filled in and 4665 US dollars must be paid for a container.
