Customs Union to introduce preliminary e-declaration in H2 2012
MINSK. January 18. KAZINFORM A system of preliminary electronic declaration of imported goods will be in effect in the Customs Union starting from H2 2012, Deputy Chairman of the State Customs Committee Sergei Borisyuk told reporters on 18 January, BelTA has learnt.
The preliminary e-declaration system considerably reduces customs clearance time, Sergei Borisyuk noted. "In line with a decision taken by the Customs Union Commission, starting from H2 2012 the preliminary e-declaration will be mandatory for goods imported to the Customs Union", he said. This topic is being discussed at a session of the Public Council of the State Customs Committee now that features business people. Members of the council provide detailed information on the application of this instrument and other measures aimed to speed up customs clearance.
Belarus introduced the preliminary electronic declaration system back in 2009. Today, over 30% of goods crossing the border are transported using this system. Before cargo arrives at the state border, a carrier, a forwarding agent or another person involved should submit the necessary information to the customs body of Belarus in an electronic form.
