Customs Union technical regulations for CIS
MINSK. June 19. KAZINFORM The House of Representatives of the National Assembly of Belarus passed a draft bill "Regarding the agreement of the Customs Union member states on removing technical barriers in mutual trade with the CIS member countries" on 19 June, BelTA has learnt.
The agreement was signed in Moscow on 17 December 2012. The document envisages a possibility for each CIS country to apply the Customs Union technical regulations as well as the relevant decision of the Customs Union Commission. A stakeholder may address the Eurasian Economic Commission in order to join one of the two regimes of the technical regulations: alternative or single source. It is expected the move will help reduce technical barriers in mutual trade with stakeholders.
The document also stipulates the conditions for recognition of the activity of the accredited certification services of the interested state and test laboratories responsible for conformity assessment in the national system of accreditation.
The ratification of the agreement is of high importance for Belarus, said Chairman of the State Committee for Standardization Viktor Nazarenko, BelTA reports.
It has not been decided yet at the CIS level to recognize the unified documents in the area of technical regulations. "That is why the signing of the agreement on the unified documents is of great significance to us. We work out conditions to free suppliers from the need to compile national documents. Companies which get the unified certificate of the Customs Union or adopt the unified declaration of the Customs Union, supply freely their goods to all the CIS member states," Viktor Nazarenko said. This is the main idea of the agreement.
