ASTANA. April 12. KAZINFORM /Serik Sabekov/ Creation of law-enforcement system meeting international standards is impossible without reform of administrative law. Head of the OSCE Center Alexandre Keltchewsky has said it at an international scientific conference on "Establishment of administrative justice in the Republic of Kazakhstan" on Monday April 12.
"In his Address to the Nation the President of the country pointed out necessity of establishment of a brand new law-enforcement system meeting high international standards. However, these objectives cannot be achieved without reform of administrative law", the Head of the OSCE Center said.
According to him, the situation in legal environment of Kazakhstan is quite interesting today. In majority of European countries administrative justice functions as a separate structure. There are specialized courts in some countries, for example in Germany. In several countries the issues of administrative law are considered by the courts of general jurisdiction. "In Kazakhstan the situation is quite interesting. We have specialized administrative courts which considers administrative offences and make decisions on them. As for administrative legal disputes they are usually considered by the courts of general jurisdiction", Keltchewsky noted.
