Complex Plan of Development of oil refining factories ? full self-provision by oil-products

People's Democratic Party Head of the Party President Nursultan Nazarbayev declared that from January 1, 2010 within the Strategy ?Kazakhstan-2030? the first 5-year period of forced industrial innovative development begins. In addition the Head of the State determined concrete tasks in 7 directions, including oil refining and infrastructure of the oil and gas sector.

?We should force full modernization of the Atyrau, Shymkent, and Pavlodar oil refining factories, and drive their total capacity to 17 million tons a year. By 2014 domestic oil refining factories should fully cover internal demand in high quality oil products ? petroleum and aviation kerosene. I set a mission to increase gross added cost by not less than 30%?, - the President said . Executing the orders of the President, the Ministry of Energy and Mineral Resources elaborated the Complex Plan of development of the oil refining factories in the Republic of Kazakhstan for 2009-2015. The Complex Plan is oriented at sustainable supply of the economy demand in main types of oil products, creation of additional capacities of primary and secondary processes for deepening of the materials processing ? by means of reconstruction and enlargement of existing powers and by means of new ones. Atyrau oil refining factory, which power is 4,9 million tons a year, today is not capable to implement deep refining of oil and produce oil products according to EURO-3,4 standards. In the structure of production of the main oil products there is a high share of fuel oil and vacuum gasoil manufacture, because of absence of refining aggregates of these products. The depth of refining is 62%. In this connection the Plan includes: reconstruction of the vacuum block of ?ЭЛОУ-АВТ? aggregate and aggregate of a slow carbonization ? which costs USD 127,5 million, completion in 2010; construction of aggregate of a catalytical reforming ? which costs USD 398 million, completion in 2013; construction of the complex of aromatic hydrocarbons? production ? which costs USD 393 million, completion in 2013; construction of a catalytical cracking aggregate ? which costs USD 1366,2 million, completion in 2014; construction of a roundabout railways ? which costs USD 80 million, completion in 2011. Technological opportunities of the Shymkent oil refining factory, which power is 5,25 million tons a year, are also limited and are not able to implement deep refining. The depth of refining in Shymkent ORF and Atyrau ORF is 77%, which is connected with low share of secondary processes of deep oil refining. Here is planned: to construct the aggregates of catalytical cracking, isomerization, hydrogen production, polypropylene aggregate, and production of sulfur. There also be a reconstruction of the diesel fuel hydrofining aggregate ? the cost of all these projects is USD 680 million, project completion period is 2007-2014. The power of Pavlodar oil chemical factory is 5 million tons of crude oil per year. Today the majority of aggregates work out low coefficients of load: about 45% for the FCC aggregate and vacuum gasoil hydrofining, 70% for the atmosphere fractionation, reforming and for slow carbonization aggregate. It depends on lack of raw materials, unpreparedness for exploitation and dismantling of some important items of equipment. The complex plan on this factory includes: reconstruction of diesel fuel hydrofining aggregate; construction of new aggregates of isomerization and selective desulphuration of petroleum, catalytical cracking. The investment appraisal ? is USD 680 million, the period of project implementation are 2009-2014. Today the Complex Plan is examined in the Government. After the completion of modernization total power of the oil refining factories will achieve 17 million tons ? such line the Head of the State determined. It is planned to increase the depth of oil refining, terminate the deficit of high-octane petroleum, aircraft fuel, supply high quality oil products corresponding European demands, reduce harmful effect on environment and provide energy security of the country in the sector of production and consumption of oil products in needed assortment. The value of investments to all oil refining factories of the country is USD 3,6 billion. Besides oil refining, the Complex Plan includes development of gas conversion process. In 2013 Atyrau will construct the complex, which cost is USD 6,3 billion. There will be produced 800 thousand tons of polyethylene, and 450 thousand tons of polypropylene. Moreover, in Aktau factory of plastic masses there will be production of 420 thousand tons of road bitumen of 3 marks, which correspond the climate of Kazakhstan ? Southern, Central and Nothern regions. The cost of the project is 400 millions of dollars. The period of implementation is 2010. Produced road bitumen will correspond to the requirements of high quality bitumen PG based on system SUPERPAVE, which takes into account exploitation characteristics of the road bitumen. The construction begins in the third quarter of the current year. Many foreign big companies take part in the construction of the listed projects.
