The document envisages the development of a situation-specific cooperation center of the Council of the Border Troops Commanders (CBTC). The center will coordinate the CBTC activity in the Central-Asian region. The center will be headquartered in Kyrgyzstan. Besides, the CBTC needs to draft a document on strengthening the CIS external borders in the Central-Asian region to counteract security threats from Afghanistan.

In August 2011 the draft document was coordinated by the CIS experts. However, a decision was taken at the meeting of the CIS Council of Foreign Ministers in Dushanbe on 2 September to finalize the document.

Proposals concerning the amendments to the document have been received from Kazakhstan, Kyrgyzstan and Russia. At the forthcoming meeting the task force will try to reach a consensus on the issue; Kazinform refers to BelTA.
