CIS measures to enable free workforce flow

MINSK. December 10. KAZINFORM Measures are being worked out in the Commonwealth of Independent States to enable free flow of workforce. The information was released by Deputy Head of the Employment Policy Office of the Belarusian Labor and Social Protection Ministry Galina Grinchuk on 9 December before the session of the expert group tasked with finalizing and adjusting the draft agreement on principles for unifying the legislation on population employment and labor migration, BelTA has learned.

In line with the draft document the CIS member states are supposed to work to unify their legislation on social and labor affairs in addition to laws on the legal status of foreign citizens, on labor migration, and on population employment. The document will enable government agencies concerned to work together to pass legal acts with a view to enabling the freedom of movement for CIS citizens as well as their employment regardless of the employer's location. "We will put efforts into securing the freedom of movement and equal rights with regard to employment and social protection," explained Galina Grinchuk.

The development of the measures to unify the legislation on employment and migration is one of the steps envisaged by the action plan designed to implement the strategy for the CIS development till 2020. "Since our countries have chosen to form a common labor market, then the unification of relevant laws is central to achieving that," said the representative of the Belarusian Labor and Social Protection Ministry, BelTA reports.

The harmonization of the legal base is expected to employ concerted actions during the development and adoption of laws as well as the analysis of the application of existing regulations on employment and labor migration taking into account the bilateral and multilateral agreements that have been signed already.

The session of the expert group uses premises of the CIS Executive Committee in Minsk and will end on 10 December.
