CIS IPA adopts new version of general part of model Education Code
ST. PETERSBURG. November 29. KAZINFORM - The Interparliamentary Assembly of the CIS member states (CIS IPA) adopted a new version of the general part of the model Education Code for the CIS member states at the 39th plenary session on 29 November, Kazinform has learnt from BelTA.
The document has been drawn up in order to make the model Education Code more relevant, noted Gennady Palchik, Deputy Chairman of the Permanent Commission of the CIS IPA in charge of science and education, Chairman of the Permanent Commission on Education, Culture and Science of the House of Representatives of the Belarusian National Assembly. The previous model Education Code was adopted seven years ago. Since then the education systems of the CIS countries have been reformed and new laws on education appeared.
The structure, contents and size of the code have changed after the adoption of the new version of its general part. A new section, three chapters, 56 articles and 22 new concepts have been added to the text. “When working on the new version of the general part of the model Education Code the notion of educational relations has been described in a more complete way. It has also been proven that this kind of relations is a separate area of social life,” Gennady Palchik said.
At the CIS IPA plenary session the MP also presented draft recommendations concerning the harmonization of the CIS countries’ legal framework in the field of education for handicapped persons. “Here we speak about all-round assistance to students not only in the formal and traditional system of general and vocational training but also in all areas of educational space in order to secure continuous, systemic and inclusive education,” Gennady Palchik underlined.
Gennady Palchik also presented draft model laws on scientific parks and public evaluation. All documents were supported by the IPA.
All in all, 25 points were on the agenda of the 39th session of the CIS IPA. The MPs discussed the legal framework to create the system of international ecological security in the CIS and reviewed a number of model laws in this area, including on ecological audit, on the protection of population and environment from exposure to various generating sources and other laws. They also reviewed a new version of the model Tax Code, model laws on mediation, proprietary names and the protection of immaterial cultural heritage.
