Such a decision was approved at a commission meeting on Tuesday, the commission's press service reported.

In particular, CEC Deputy Head Zhanna Usenko-Chorna said while announcing the decision that on September 26 the CEC received a ruling of District Administrative Court of Kyiv banning the CEC from sending its representative to meetings of citizens on the holding of the referendum on September 29. Due to the fact that the CEC representative was not present at the meeting, the CEC cannot register the initiative group elected at it.

She also noted the falsification of registration documents on the holding of a referendum on Ukraine's accession to the Customs Union. Usenko-Chorna recalled that the CEC had currently received 21 applications to hold meetings of citizens on the organization of such a referendum. "I have the impression that the CEC is receiving spam, rather than documents confirming the intention of citizens to initiate such an event as an all-Ukrainian referendum," she said.
She said that those who are named members of the initiative group are dead persons or people with false names and surnames, as well as those under the age of 18. According to the CEC deputy head, often the same number of participants of meetings or the initiators of such meeting is suspicious. In addition, Usenko-Chorna said that the same people are elected to initiative groups of various meetings across the country.

Thus, according to Usenko-Chorna, the initiators are trying to create an artificial impression of the interest of citizens in a referendum on this subject and mislead the CEC.

She noted that at its next meeting the Central Election Commission intends to propose that the commission send these documents to the Prosecutor General's Office for verification and authentication.

As reported, on October 2, District Administrative Court of Ukraine again banned the CEC from sending its representative to meetings that are scheduled for October 6 and 9. Earlier, the court has already prohibited such meetings on September 8 and 29.
