Representative of the US Embassy expressed appreciation of the Unites States for holding that meeting. It was noted that in many countries in presidential elections the role of observation by independent observers is an important part of the process. Besides, the role of the commission in ensuring fairness of accountability of the election is extremely important.

Answering the question about the plans for observation at the coming presidential election scheduled for April 3, 2011, Deputy Chairman of the Kazakh CEC Vladimir Foos noted that internal observers have very extensive powers and upon OSCE recommendations the law envisages that observers have the right to participate in observation of election at any stage of the election campaign. "For international observers we envisaged their rights in the law. They also have quite extensive rights, they can attend any election station, can be accompanied by an interpreter, and etc."

According to Mr. Foos, the CEC is fully transparent and open for anyone who would be willing to observe the elections.

During the previous Kazakhstan President's elections in 2005 there were 30,000 internal observers and about 2,000 international observers. "This year we expect not less observers", V. Foos resumed.
