Businessmen can apply for government support and receive it within shortest period of time now - Minister Z. Aitzhanova

KAZINFORM /Muratbek Makulbekov/ In light of the tasks outlined in the President's Address to the Nation New Decade - New Economic Growth - New Opportunities of Kazakhstan the Government of the country has set to development of new programs on diversification of economy. One of these programs elaborated on the Presidential instruction is Business Road Map-2020 which aims at boosting entrepreneurship in the regions. As the Head of the State stressed "entrepreneurship must be a core of economic diversification".

"We would like to have a strong entrepreneurial class which is ready to assume a risk, develop new markets and implement innovations. Namely entrepreneurs are a locomotive force of modernization of economy", the Address reads.

The draft Program has been widely discussed by the business community and all interested state bodies. In particular, one of the sessions on discussion of Business Road Map-2020 took place on March 24, 2010 in Almaty. At the sitting Prime Minister Karim Massimov noted importance of recovery of the existing enterprises which would have to compete with numerous Russian and Belarusian companies within the Customs Union. Following the session the participants made some adjustments to the document taking into consideration the recommendations and propositions of business associations regarding primarily simplification of the mechanisms of the Program's realization.

In April, 2010 the Business Road Map 2020 was approved.

On May 4 the Government held a sitting at which a Resolution on implementation of Business Road Map-2020 was signed.

Minister of Economic Development and Trade Zhanar Aitzhanova, who made a report on this issues, said the draft Resolution provided for adoption of Rules of subsidizing interest rates on all loans of the second-tier banks in all three directions of the Program: Maintaining new business initiatives, Recovery of entrepreneurial sector and Maintaining export-oriented productions and partial guaranteeing bank loans by Damu Fund.

Besides, in accordance with the draft Resolution the Ministry of Economic Development and Trade, local executives, Damu Fund and second-tier banks will be governed by the model agreements both on subsiding and partial guaranteeing the loans while concluding the contracts within implementation of the Business Road Map 2020 program.

The Resolution confers the documents regulating the conditions and mechanisms of providing government support to business as well as the order of interaction among the participants of the Program, their rights and obligations.

The Minister also said that the Rules provide for standard forms of applications and reports to be submitted by businessmen, the list of necessary documents and standard agreements for receiving subsidy and guaranteeing other measures of government support.

According to Z. Aitzhanova, regulation of the relations will allow to provide single approach to all participants of the Program and ensure transparency of adoption of decisions on maintaining business. From now on the businessmen together with the banks can apply for government support and receive it within the shortest period of time.

The draft Resolution has been repeatedly discussed at the meetings with the representatives of the country's business community, Atameken Union National Economic Chamber, second-tier banks and the Association of Financiers of Kazakhstan.

Thus, a legal and regulatory framework for realization of the Business Road Map 2020 program has already been developed to date. KZT 30 bln has been envisaged in the national budget for its implementation in 2010.
