Anti-corruption investigators in China confirm seizure of $33 mln in cash at official's home

BEIJING. KAZINFORM - National Chamber of Entrepreneurs of Kazakhstan has received about 30 complaints related to the issuance and use of ST-KZ certificates within eight months 2014 and it will start revoking forged certificates, the press service said.

"Domestic producers and associations have expressed doubts concerning the reliability of the calculations of the share of local content (SLC) and ask the Chamber to check the validity of the issuance of certificates of origin. A growing number of similar complaints is submitted to the other authorized state bodies," said the Chamber.

The Chamber has considered one of the complaints against Prommashkomplekt LLP, a factory for production of track switching equipment and railway wheels.

"The company questioned the production potential of SnabPromServis LLP having a certificate of CT-KZ with the SLC equal to 59.5% for the produced good "biaxial truck freight wagon model 18-9918" and which is the winner of the tender LLP" Kazakhstan Wagon Company ". LLP "Prommashkomplekt" asked to conduct an inspection of the activities of LLP "SnabPromServis" and corresponding regulatory framework, etc. At the request of the experts of the Chamber went with the inspection to the production base of LLP "SnabPromServis". Its results were announced at a meeting of the Council on combating corruption and the shadow economy at NCE Kazakhstan on 20th of October 2014, there was revealed the inaccuracy of calculating the proportion of local content specified in the certificate of ST-KZ company. The Council decided to send the materials in respect of expert organizations of CTRM. The same day NCE reported about consideration of legal options for revocation of certificates issued under unreliable examinations.

Subsidiary organization of NCE of Kazakhstan - JSC "Centre of certification of origin of goods" - after studying all the materials has revoked the certificate of LLP "SnabPromServis" on the basis of false expertise.

National Chamber of Entrepreneurs intends to eradicate the practice of issuing certificates ST-KZ "fake" to pseudo domestic producers of goods. NCE is currently preparing proposals for fundamental changes in the legislation for the formation of a new regulatory framework for the certification of domestic producers.
