The party has defined its core values: justice, patriotism, responsibility, diligence, and development. Its program is built on the principle of “Law and Order” as the foundation of a fair society.

Among the party’s priorities are ensuring fair wages for all citizens, supporting the modernization of the country, developing Kazakhstan’s technological, intellectual, and institutional base, and strengthening human capital through healthcare, education, science, culture, and creative industries.

In particular, it stands for transitioning to a healthcare model that prioritizes human health, with stronger primary care and higher status for medical workers.

In governance, Adilet stresses balanced regional development and equal attention from the central government. In foreign policy, it seeks to strengthen Kazakhstan’s role as a responsible middle power and stabilizing factor in international relations.

The party also proposes a new standard of political accountability — regular public reporting on each program commitment.

Another highlight is that the digital platform has been launched, enabling citizens to apply for membership, submit initiatives, and participate in public discussions.

According to organizers, Adilet has already surpassed the legal threshold of 5,000 members, reaching 9,312 participants, with at least 200 representatives from each region and major city.

On April 15, the initiative group announced its intention to form the party, and on April 16, the Ministry of Justice confirmed receipt of the notification. The May 7 congress is a crucial step in officially establishing the political organization.

Overall, the congress is seen not only as a formal registration procedure but also as a step toward developing a political culture of participation and strengthening representative democracy in Kazakhstan.
