70,000 individuals and entities in Kazakhstan use E-Government services

ASTANA. February 18. KAZINFORM /Meiram Baigarin/ Kazakhstan conducts effective technology policy aimed at modernizing existing and introducing new information systems and public communication networks as well as developing the market of modern and high quality services. According to the research conducted by ICT-Marketing, as of the end 2009 the number of Internet users reached 3.16 mln people or 19.8% of the population of Kazakhstan. As a whole, during the period from December 2008 till December 2009 the total internet audience in our country grew by more than 30%.

All that was mentioned raised Kazakhstan's rating in the UN Global E-Government Readiness Survey. Last year Kazakhstan moved into 46th place from the 81st leaving behind Russia, Belarus and Ukraine. About 70 thousand E-Government users have been registered in the country.

At the Anti-Corruption Forum of Nur Otan People's Democratic Party as of November 6, 2008 President Nursultan Nazarbayev stated the necessity of broad use of the electronic government and modern technologies in administration as a whole. "The main objective of the E-Government is a maximum exclusion of personal contacts between the citizens and civil servants in the process of rendering state services", N. Nazarbayev emphasized.

As for the development of telecommunication infrastructure Kazakhstan ranks 91st; by on-line services Kazakhstan is ahead of the average world level with the index of 0.5270 against the average world level 0.286 - it ranks 24th; by preparedness for innovations our country ranks 22nd.

According to the index of "e-participation" of citizens in e-government projects in 2010 Kazakhstan takes the 18th place. In 2008 this indicator showed that our country was on the 106th place.

Kazakhstan achieved good results in rendering E-Government services for the state and citizens. The E-Government portal is steadily functioning and developing. Additional 15 services were launched last year. The number of visits surpassed 1.6 million. 59 electronic services were implemented for today. Over 45 thousand web visitors have already used them.

To date, the National Certifying Center issued over 53,000 e-digital signatures. 16 akimats including those of Astana and Almaty cities are connected with the Integrated System of Electronic Document Management. Besides, the Center for Interagency Document Management was modernized.

Within the framework of development of the E-Government payment gateway there was held an integration with the second-tier banks. The mechanisms of payment by plastic cards with the use of current bank accounts and mechanisms of payment by plastic cards and bank accounts through SMS to the short code of a mobile operator were also implemented. The cooperation with four second-tier banks - Kazkommertsbank, BTA Bank, Nurbank and Sberbank of Russia - was organized as well. By means of the payment gateway it is possible to pay 120 types of taxes of the Tax Committee and services of the Ministry of Justice.
